Malaysia is honoured to present our candidature for the International Telecommunication Union (ITU) Council for the term 2027-2030.

Malaysia is a progressive and rapidly developing nation in Southeast Asia, known for its multicultural society, strong digital infrastructure, and commitment to innovation. As a candidate for the ITU Council for the 2027–2030 term, Malaysia aims to contribute its experience, regional insights, and forward-looking strategies to support the ITU’s mission of connecting the world, bridging the digital divide, and fostering technological cooperation among Member States.

MALAYSIA @ ITU

MALAYSIA has been an active member of the International Telecommunication union (ITU) since 3 February 1958, demonstrating its long-standing commitment to advancing global telecommunications and information society goals. In recognition of its contributions and active participation, Malaysia has been elected to the ITU Council multiple times, representing Region E (Asia and Australasia) during the terms 1973-1982 (Malaga-Torremolinos, 1973), 1990 – 1992 (Nice, 1989), 1993 – 1994 (APP-92), 1999-2002 (PP-98), 2003 – 2006 (PP-02), 2007 – 2010 (PP-06), 2011 – 2014 (PP-10), and most recently for the 2023 – 2026 term in PP-22

Through its role on the Council, Malaysia continues to support the ITU’s strategic direction, contribute to global ICT policy development, and promote inclusive and sustainable digital transformation across Member States.

Access is the foundation of digital inclusion. Through initiatives like National Digital Network (JENDELA), Malaysia has expanded digital infrastructure to reach rural and remote areas, ensuring affordable and reliable connectivity. We will continue to support ITU efforts to bridge connectivity gaps and foster meaningful digital access for all.

Inclusive

We believe digital transformation must benefit everyone by promoting equitable access to digital technologies and connectivity to empower societies. Initiatives such as National Information Dissemination Centre (NADI) support capacity building to enable participation in the digital economy, especially for remote populations. Malaysia advocates for inclusive policies and equitable resource allocation that uplift developing nations and underserved communities.

Trust and protection are essential for digital participation. Malaysia prioritises strong measures to safeguard users, particularly those with limited access to digital protections. We are committed to working with the ITU to build secure, responsible, and people-centred digital ecosystems.

National Digital Network (jendela)

JENDELA plan is Malaysia’s flagship initiative to expand connectivity, modernise digital infrastructure, and ensure no community is left behind in the digital economy. Coordinated by the Ministry of Communications, the Malaysian Communications and Multimedia Commission (MCMC), state authorities, and industry players, JENDELA combines infrastructure rollout with progressive policy reforms to bridge the digital divide nationwide.

Beyond statistics, JENDELA has transformed lives in remote and underserved communities. One example is Pulau Ketam, a small island that once had poor internet access. Through JENDELA and Universal Service Provision (USP) programmes, innovative solutions such as submarine cable systems were deployed under the Stingray II project, delivering reliable connectivity to the island. This not only provided residents with access to education, healthcare, and e-commerce, but also empowered the local economy and enhanced community resilience.

With over 1,000 NADI centres nationwide, the programme has already impacted millions of Malaysians by opening digital doors to communities that were previously unconnected. By reducing barriers to participation, NADI ensures that Malaysia’s digital transformation is not just about coverage, but about inclusive growth that uplifts every citizen.

INTERNET SAFETY CAMPAIGN (KIS)

KIS is a national initiative aimed at fostering greater awareness and understanding of internet safety — among internet users particularly school students across Malaysia.

 

KIS focuses on educating internet users and on the key aspects of internet safety, including digital responsibility, online scams, cyberbullying, online gambling, child sexual abuse materials, information verification, and privacy protection. The campaign also highlights the long-term implications of online behaviour and promotes the importance of critical thinking and empathy in digital interactions.

 

Through this campaign, Malaysia continues to advance its vision of a digitally literate and responsible society, in line with the nation’s broader efforts to strengthen cyber wellness and contribute to global digital safety initiatives through its three (3) main objectives: Raising public awareness, particularly among children. Protecting internet users from becoming victims of cybercrime. Creating a safer online environment.
